The work began Sunday southwest of Hebron, the mainPalestinian center in the southern West Bank. The construction came ahead of a visit by two seniorEgyptian officials to the Palestinian areas. EgyptianForeign Minister Ahmed Aboul Gheit and intelligence chiefOmar Suleiman were to meet with Palestinian officialsMonday to discuss Israel's planned withdrawal from the GazaStrip. Israel refuses to negotiate with the Palestinians, andEgypt has stepped in as a mediator, offering to help ensuresecurity in Gaza after the pullout.
