"Mr. President: Humanity has been afflicted by the growing danger of thephenomenon of terrorism. It is a phenomenon that does notdiscriminate between one society and another. Today, weare in dire need of mobilizing all possible efforts toincrease international cooperation to combat internationalterrorism, confront those who instigate and finance it.Terrorist groups have been crossing borders and regions,and expanding in different nations and continents. The Kingdom of Saudi Arabia, which rejects terrorism inall its forms and manifestations, is collaborating with theinternational community to eliminate this global evil. TheKingdom of Saudi Arabia has affirmed its full support forthe Security Council resolutions relating to terrorism andhas taken the necessary steps to close any loopholes in itsregulations concerning the collection of donations forcharitable activities that might be used for illicit purposes.It has established a public commission entrusted with thetask of supervising and organizing the activities of allcharitable organizations in order to streamline theiroperations and to prevent those with bad intentions and evilobjectives from using them for illegal purposes. The Kingdom was among the first signatories of the ArabAgreement on Combating Terrorism, and other similaragreements emanating from the Organization of the IslamicConference and the Gulf Cooperation Council. Also it hasacceded to nine international anti-terrorism conventionsand agreements. In this context, the government of SaudiArabia has recently taken a series of measures that areindicative of its seriousness and determination to fightterrorism. Its strategy of pre-emptive action to forestallcriminal acts, has achieved success in the fight against thisdeadly epidemic and earned the praise and admiration ofthe international community. Yet, crimes committed by a handful of criminals andmisguided felons cannot justify incriminating a wholesociety or an entire culture. Since terrorism can strike anycity and target any interests regardless of the nationality,religion or ethnic origin of the victims.
