"Mr. President: The tremendous global changes and the magnitude of thechallenges facing the international community todaynecessitate a deep look into the work techniques of theUnited Nations, its structure, and the functions of itsexisting organs, with the objective of enhancing its abilityto prevent and resolve conflicts and to preserve worldpeace and security. In this respect, the Kingdom of Saudi Arabia supports thecall for reforms to secure broader membership of theSecurity Council in such a way as to improve geographicalrepresentation, promote transparency in its operation, avoidthe application of double standards, and ensure theadoption of measures to enhance the credibility of its workand guarantee respect for, and compliance with, itsresolutions. Among the important reforms needed to introduce to ourorganization is the rationalization of the veto power. Bythis I mean that the permanent members of the SecurityCouncil should pledge not to invoke their right to veto incase of resolutions and procedures that are adopted toimplement previously agreed upon resolutions. There is also an imperative need to re-establish an optimalbalance between the General Assembly and the SecurityCouncil, to enhance the role of the Economic and SocialCouncil, and make for closer coordination among UnitedNations funds, programs, and activities. We reaffirm our commitment to the United Nations and themultilateral international order since our internationalcommunity is in dire need of a unified and mutuallysupportive stance for the purpose of attaining sound andjust solutions to the prevailing global problems. Thus, wecall for a general consensus upon the rules pertaining to theregulation of international behavior.
