Justice Minister Inaugurates Commercial Courts to Boost Investment Environment in Kingdom 3 Riyadh

Al-Sama'ani stressed the ministry's resolve to achieve digital transformation in all of its operations and services. He explained that all of the new programs and initiatives of the ministry were in line with the digital transformation plan, since technology was no longer an option but an indispensable pathway for easy and reliable operation that benefitted all parties; this overhaul had been achieved through the Najiz portal, which provided users with all legal services; this was based on our awareness of how important it was to exploit, realize and harness technology to facilitate and develop legal services, and to speed up judicial procedures. As to the performance of first instance courts, Al Sama'ani said: "The ministry had launched the project “Administrative Organization of Judicial Chambers", which aimed to save clients’ time, control the progress of cases within departments, and discharge judges from 80% of administrative work so that they might be devoted to judicial work to increase the determination rates.” On the other hand, Sheikh Dr. Khalid bin Muhammad Al-Yousuf, head of the Board of Grievances, said: "Today we are celebrating a promising day that underscores the meanings of achievement on the part of the judiciary. We are marking the second accomplishment, that is the full cooperation between two justice institutions, namely the Justice Ministry and the Board of Grievances. The entire judiciary is proud to achieve the loftiest goals and the high expectations of our authorities under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and Crown Prince Muhammad bin Salman bin Abdulaziz, Deputy Premier and Minister of Defense. Al-Yousuf also said during his speech that the collaboration among the Board of Grievances, the Ministry of Justice, and the Supreme Judicial Council was an arrangement and cooperation which resulted in a complete transition of commercial departments within the time frame set up at the signing of the document regulating the transfer on 13/6/1437 AH. This includes the staff of judges and clerks; the technical infrastructure of applications for electronic litigation; and facilities in Riyadh, Jeddah and Dammam with their technical and office equipment. Al-Yousuf pointed out that the commercial judiciary was an important contributor and safe haven necessary for the success of the business environment and the protection of money and rights. He added that "economic activity does not stabilize and grow unless there is a fair specialized judiciary. This is why the specialized judiciary has been among the institutional priorities in the Kingdom after the issuing of the Commercial Court Code according to Supreme Order of 1350, represented by the first pioneering regulations; thus laying the essential groundwork for business and for the concept of litigation before commercial courts. During the opening ceremony for commercial courts, the ministry of justice organized a scholarly seminar that focused on the dimensions of commercial courts and their positive impact on the investment environment in the Kingdom, in line with Vision 2030.
