"It is ice-breaking," said a Pakistani security official involved in the process. "Acknowledging a problem is the first step to resolving it and that step has been taken." Officials from the United States and China also participated in the talks at Murre, a hill resort near the capital, Pakistan's Foreign Ministry said.
