Ministry of Interior Approves Revising Regulations on Limiting Gatherings, Updating Violations Classification Schedule

Riyadh, May 30, 2020, SPA --  An official source in the Ministry of Interior stated that, in addition to what was previously announced on May 6, 2020 regarding the adoption of a regulation to limit gatherings that contribute to the spread and transmission of the novel Coronavirus and its attached schedule of violations classification, the regulations have been modified and the classification schedule has been updated to include a number of other violations of precautionary and preventive measures, in addition to the penalties prescribed for them, according to the following: The Penalty of Family gathering inside homes, rest houses, or farms for more than (50) people in one or a specific place without having a residential relationship is SR 10.000. The Penalty of Non-family gathering inside homes, rest houses, farms, camps, chalets, or open areas for the residents of one neighborhood or others, and so on for more than (50) people in one or a specific place is SR 15.000. The Penalty of Gatherings in social events such as condolences, parties, and so on for more than (50) people is SR 40.000. The Penalty of Any gathering of a group of workers inside houses or buildings under construction, or rest houses, farms, etc., other than their homes, consisting of (5) people or more in one and specific place without having a residential relationship is SR 50.000. The Penalty of Any gathering of shoppers or workers inside or outside stores exceeding the numbers stipulated in the precautionary procedures and preventive measures is SR 5.000 for each person exceeding the stipulated numbers, by no more than SR 100.000. The Penalty of Non-compliance by private sector facilities with the precautionary procedures and preventive measures (Protocols) which include (the entry of those who are not committed to wearing the medical or cloth mask or whatever covers the nose and mouth; providing disinfectants and sterilizers in the places designated for them; checking temperature of employees and customers at the entrances of malls and stores; disinfection of shopping carts and baskets after each use; disinfection of facilities and surfaces, the closure of kids playgrounds and fitting rooms and so on); this is in accordance with the cases stipulated in those preventive procedures and measures (Protocols) is SR 10.000. The Penalty of repeating any of the violations referred to in Paragraphs 1-6 for the first time is doubling the penalty imposed the first time with the closure of the private sector facilities for a period of 3 months. The Penalty of repeating any of the violations referred to in Paragraphs 1-6 for the second time is (A) Doubling the penalty imposed for the second time on private sector facilities with the closure for a period of 6 months. (B) Referring the violator to the Public Prosecution. The Penalty of violating intentionally the precautionary procedures and preventive measures (Protocols) through (Not using medical or cloth masks or whatever covers the nose and mouth, not committing to the spaces of social distancing; refusing to check temperature when entering the public or private sectors; failure to adhere to the procedures adopted when the temperature is higher than 38°C.) as in the cases stipulated in those procedures and measures (Protocols) is SR 1.000, the penalty shall be doubled in case of repetition. The Penalty of Attending, calling for, or causing any gatherings specified in Paragraphs 1-5 is SR 5.000. The Penalty of Repeating the attending, calling for, or causing any gatherings specified in Paragraphs 1-5 (for the first time) is SR 10.000.
