Regarding the statement of the Humanitarian Coordinator in Yemen issued on (16/02/2017), the Coalition Forces bombed a funeral gathering in the village of (Sharaa), killing (6) women and a girl and injuring (15) others. JIAT verified the incident and, after reviewing all the documents, including the procedures; rules of engagement, the schedules of daily air missions, the satellite images and video recordings of missions delivered. After assessing gathered evidence, JIAT found that based on intelligence information that leaders of Houthi armed militias were in a building in the village of (Sharaa), planning an attack on a (Naham front), where ongoing clashes between the legitimate forces and Houthi armed militias, and the situation requires to target the site immediately. On (15/02/2017), the coalition forces targeted the building using a guided bomb, due to the use of the armed Houthi militia of the building, to support the war effort, which is considered to be a legitimate military target whose destruction was a military advantage in accordance with international agreements. In light of this, JIAT concludes that the procedures of Coalition Forces were correct, and in accordance with international humanitarian law and its customary rules. Regarding the letter of the United Nations Panel of Experts on Yemen Coordinator dated (21 November 2016), which included that the Coalition forces targeted a civilian house in the village of (Tbeisha), (Taiz) governorate, at (7:00) am, killing (10) Civilians of the house occupants, including children and women. JIAT verified the incident and, after reviewing all the documents, including the procedures; rules of engagement, the schedules of daily air missions, and the satellite images. After assessing gathered evidence, JIAT found that during clashes between one of the coalition's ground units and a group of Houthi armed militia that were taking shelter inside a house with a submachine gun on its roof, in the village of (Tabisha) in (Taiz) governorate. The ground unit called for close air support, to target the building after being subjected to heavy fire from it. Coalition air forces attacked the target using one guided bomb that hit the target.
