"We need a political dialogue which includes Russia and all regional actors," Merkel told the German parliament of one of Syria's staunchest allies while warning that resolving the Syrian conflict would take a long time. The chancellor, who spoke ahead of an EU leaders summit on migration set to begin later Thursday in Brussels, said the European Union needed to take action to better control its outer borders.
