4 New York Mr. President, In the end, I would like to say that before we pat each others' shoulders and exchange congratulations about the 70th anniversary of this international organization, we must review and retrace the deficiencies and exercise certain humility and objective self-criticism to recognize that this system in its current form continues to fall short of achieving the aspirations and hopes, and effectively address current issues and problems. The most important matter we need today is to revise some concepts and institutions; and the starting point should be recognizing that what was suitable for the mid-twentieths' century is no longer appropriate for this century. We must recognize that the United Nations system is currently in urgent need of a comprehensive reform that would rejuvenate and restore vitality to its institutions and organs. Accordingly, it is reasonable to say that your esteemed council should start considering how to develop its work and increase its efficacy, credibility, and the legitimacy of its representation. Mr. President, If you will come out with such results, then you should be proud of what this meeting has achieved under your presidency.
