Washington, Dhu-AlHijjah 1, 1435, Sep 25, 2014, SPA -- Tropical Storm Rachel is moving over open waters in the Pacific Ocean off Mexico’s west coast, U.S. forecasters said Thursday. The storm’s maximum sustained winds Thursday morning were near 65 kilometers per hour (kph), with slight strengthening expected during the next one or two days, the Miami-based National Hurricane Center (NHC) said.
