Washington, Dhu-AlQa'dah 13, 1435, Sep 8, 2014, SPA -- US President Barack Obama wants the U.S. Congress to allocate money to a counter-terrorism fund to train and equip partners in other countries to fight extremists, an initiative that would be a core component of his plan to counter the advance of Islamic State (IS) fighters, the White House said Monday. Obama believes he currently has the authority he needs to address the threat IS poses to U.S. citizens, spokesman Josh Earnest said.
