A statement issued by the Joint Incidents Assessment Team (JIAT) refutes some claims regarding incidents in Yemen 5 Riyadh

A statement issued by the Joint Incidents Assessment Team (JIAT) regarding the claim that the Coalition Forces bombed (Souq Al Raqou) in (Munbah) district of (Saada) governorate on (20/11/2019) With regard to what was stated in the statement of the United Nations Humanitarian Coordinator in Yemen, Mrs. Liz Grande, issued on (22/11/2019), which includes the initial reports indicating that (10) civilians were killed and (18) others were injured, as a result of a bombing attack on (Souq Al Raqou) in (Munbah) district in (Saada) governorate on (20/11/2019). JIAT vetted the incident, and reviewed all documents, including Procedures and Rules of Engagement, Air Task Order, Daily Mission Schedule, After Mission Report, video recordings of missions, satellite images, records of artillery and mortar units, provisions and principles of International Humanitarian Law and its customary rules, and JIAT visit to the relevant units, interviewing and listening to the statements of the relevant personal, and assessment of evidences, JIAT found that: 1. (Souq Al Raqou), the place of the claim, is located in (Munbah) directorate in the north western part of (Saada) governorate, on the international border separator of the Kingdom of Saudi Arabia 2. The closest air mission carried out by the coalition forces on the date of the claim (20/11/2019), was on a military target in (Al-Jawf) governorate, a distance of (180) km from (Souq Al Raqou), the place of the claim. 3. The closest air mission carried out by the Coalition Forces on the day prior to the date of the claim (19/11/2019), was on a military target in the (Baqim) district of (Saada) governorate, and is located (43) km from the (Al-Raqou Market) the place of the claim. 4. One day after the date of the claim, (21/11/2019), the coalition forces did not carry any air missions inside Yemen. 5. After reviewing the available photos, it was not clear if there were any effects of aerial targeting on (Souq Al Raqou) of the claim. 6. JIAT visited the concerned artillery units, to view the shooting records for the coalition ground units and found the following: (A) On the date of the claim (20/11/2019), The Coalition Forces artillery fired on a military target (16) km away from (Souq Al Raqou) of the claim, as well as a (mortar) firing at a military target (14) km away from (Souq Al Raqou) of the claim. (B) On Tuesday (19/11/2019), the day prior to the date of the claim The Coalition Forces artillery fired at (military target) (14) km away from the (Souq Al Raqou) of the claim. (C) On Thursday (21/11/2019), one day after the date of the claim The Coalition Forces artillery fired at a (military target) (15) km away from the (Souq Al Raqou) of the claim. In light of that, JIAT found that the Coalition Forces did not target (Souq Al Raqou) in (Munbah) directorate of (Saada) governorate on (20/11/2019) as claimed. --SPA 21:09 LOCAL TIME 18:09 GMT 0047 www.spa.gov.sa/w1284943
