UN: ‘Houthis Confiscate Properties in Return for their War Efforts’

The United Nations officially released on Thursday the final report of the Panel of Experts on Yemen under the virtue of resolution 2342. The report accuses Houthis of executing their former ally President Ali Abdullah Saleh and "crushing" his supporters in order to tighten their grip on Sana’a. Economically, the report accused Houthis of “collecting taxes, blackmailing merchants and confiscating properties in return for "war efforts” they exerted. It also accused them of “spreading naval mines that threaten the delivery of humanitarian aid through Red Sea ports,” warning that these mines "pose a threat to maritime shipping and maritime communications lines and can last for six to 10 years.” “Iran does not comply with paragraph 14 of resolution 2216 as it failed to take measures needed to prevent supplying arms, short-range ballistic missiles and military drones to Houthi rebels,” according to the report. "After almost three years of conflict, Yemen, as a state, is almost gone," the panel of experts said in their 344-page report. "Instead of one country, there are warring states." In the north, the report added, "the Houthis are working to tighten their grip on Sana’a and much of the highland areas after the street battle, which ended with the execution of their former ally, former President Ali Abdullah Saleh, on December 4, and the crush of the latter’s supporters.” In the south, it said, “the government of President Abd Rabbuh Mansur Hadi was weakened by the dissension of a number of governors who joined the Southern Transitional Council.” The report pointed out that there is still no indication whether the funds could be used to support actions that threaten peace, security or stability in Yemen. It said that most probably Ahmed Ali Saleh, Khalid Ali Saleh or any other individual don’t have the ability to restructure Ali Abdullah Salehs military network. In this context, the report said that resisting pro-Saleh military personnel “will be complicated because of the way the Republican Guard soldiers have been deployed on different fighting fronts, which prevents the mobilization of large numbers of loyal soldiers in a short period of time.” Regarding the violations of coup militias, the report said that Houthis have carried out summary executions, detained people for purely political or economic reasons, demolished homes of those they consider their enemies and often hindered the arrival of humanitarian aid and the distribution of aids.
