European leaders have said that an accord between Libya’s Government of National Accord (GNA) and Turkey mapping out maritime boundaries is a violation of international law. “The Turkey-Libya memorandum of understanding on the delimitation of maritime jurisdictions in the Mediterranean Sea infringes upon the sovereign rights of third States (and) does not comply with the (UN) Law of the Sea,” the EU leaders said in statement on Friday after a two-day summit in Brussels. The deal between Ankara and the GNA carves out a slanting sea corridor of maritime boundaries at the closest points between Libya and Turkey, potentially clearing the way for oil and gas search there. Greece has expelled the Libyan ambassador over the Nov. 27 accord. The EU leaders reiterated on Friday their solidarity with Greece and Cyprus regarding Turkey’s actions. Italian Prime Minister Giuseppe Conte, who met with French President Emmanuel Macron and German Chancellor Angela Merkel, said that some foreign sides are playing a military role in Libya and this needs to be addressed. The trio said in a statement that stability in Libya "can only be achieved through a political solution". Joseph Borrell, EU foreign affairs chief, has recently said that the document signed between Turkey and the GNA “raises major concern.” “We expressed our solidarity to Greece and Cyprus and we will continue doing that,” he added.
