Britain's foreign secretary, William Hague, says there is "a real prospect" the 27 members could agree on sanctions on the sale of Syrian oil into the EU. The ministers are also expected to discuss prospects of taking a unified position on Palestinian statehood during a vote at the United Nations later this month and examine the current situation in Libya.
