U.N. Secretary General Pushes For An Observer Mission In Libya

Paris, City, Shawwal 4, 1432, Sep 2, 2011, SPA - United Nations Secretary-General Ban Ki-moon, at an international conference Thursday on Libya's future, pushed for a UN mission to be sent to the country "with minimum delay." "I intend to work closely with the Security Council in crafting a mandate for a UN mission, with the express aim of beginning operations with minimum delay," Ban told Libya's Transitional National Council and delegations from around 60 countries and organizations. Ban said the council had outlined five priorities: promoting national reconciliation and determining the constitution-making and electoral process, extending state authority and restoring public services, protecting human rights, initiating economic recovery and coordinating the support of other partners. The principle of "national ownership" would govern the UN's work, he said. "The future destiny of Libya must firmly rest in the hands of the Libyan people." The most immediate challenge was still humanitarian, he was quoted as saying by the German Press Agency "DPA". "Public services are under severe strain, including hospitals and clinics and there is a major water shortage," he said.
