SINGAPORE, November 11, SPA -- U.S. Secretary of State Hillary Rodham Clinton says the deadly naval skirmish between the two Koreas will not affect Washington"s decision to send an envoy to North Korea, according to a report of the Associated Press. Clinton said Wednesday in Singapore that Ambassador Stephen Bosworth is still planning to go to Pyongyang to persuade communist North Korea to return to six-nation disarmament negotiations. North Korea walked away from nuclear disarmament talks earlier this year.
