Bushacknowledged Monday that he didn't think the war on terrorcould be won, but said it would make it less acceptable forgroups to use terrorism as a tool. Early Monday, NBC-TV's "Today" program was broadcastingan interview with Bush that included a discussion of hisgoals for a second administration. Bush, who has said heexpects the war on terror to be a long, drawn-out battle,was asked by interviewer Matt Lauer, "Can we win it?" "I don't think you can win it," Bush replied, accordingto excerpts NBC provided in advance. "But I think you cancreate conditions so that those who use terror as atool are _ less acceptable in parts of the world." As the Republican National Convention opens Monday in NewYork, Bush is campaigning on Republican turf in NewHampshire.
