THE HAGUE, Netherlands, Sept 2, SPA -- Moving to end repeated trial delays, the U.N. war crimes tribunal imposed two defense lawyers on Slobodan Milosevic, whose doctors say his heart condition could become life threatening if he continues torepresent himself. The three judges on Thursday named British attorneysSteven Kay and Gillian Higgins, until now court observersensuring fair proceedings, as defense counsel. They willtake over the case from Sept. 7 when Milosevic's firstwitnesses are due to be called.
