United Nations, Ramadan 6, 1436, Jun 23, 2015, SPA -- Both Syrian government forces and opposition fighters are targeting civilians, leading to “unspeakable suffering,” U.N. investigators said Tuesday. The assessment in a report by the Independent International Commission of Inquiry on Syria sought to attract attention to the plight of civilians, saying with “each passing day, there are fewer safe places in Syria.” Government forces consistently have failed to use precision weapons “when attacking targets in dense urban areas, causing mass civilian casualties,” the U.N. report said.
