The municipal council has a legal personality with financial and administrative independence from the municipality, and associated regulatory with Minister of Municipal and Rural Affairs, and practiced the authority and control in accordance with the provisions of the municipal system and regulations within the municipal jurisdiction. The duration of the Council is four financial years starting from the expiration of the financial year of the State. The Council of Ministers can extend the work of the council for a period not exceeding two years.
