In order to provide registration opportunity for the largest possible number of men and women voters, committees concerning the municipal elections took into account the conditions of those who can not come to the election center either because of illness or physical disability, where the voters whether man or woman can authorize a citizen on behalf of him to do so under special authorization form from the (committee election center) ratified by the election committee on the basis of official certificate that proves his illness or disability, any citizen does not have the right to be authorized for more than one voter.
