The Council of Senior Scholars, with the blessing of loyalty to guidance of the book and tradition and under wise leadership, hereby call on all people to utilize all means that increase the cohesion, strengthen intimacy, and warn against all means contrary to this. Taking this opportunity, the Council affirms the necessity of mutual advice, understanding and cooperation in righteousness and piety, and in prohibition of evil and hostility. It warns from deviated intellectual trends and partisanship. The Council hereby affirms prohibition of going abroad by the State to areas of conflict and strife, since that shall be disobedience to the pledge of allegiance to the ruler, and it warns its doers of consequences. The State has to track down the instigators of going to the regions of conflict and strife, since they are advocates of misguidance and division and incitement to disobey the ruler, and that one of the greatest sins. In this regard, Prophet Muhammad (peace be upon him) warned of whoever wants to divide the nation.
