C - Any person who violates the provisions of any of subparagraphs (2) and (4) of paragraph (b) of Article (XXI) of this regulation shall be punished with a fine of not less than (ten thousand) riyals and not more than (fifty thousand) riyals for the first time, and if the offense is for the second time the fine of the first time shall be doubled and if the offense is for the third time, the fine of the second time shall be doubled with the closure of showroom selling vehicles for one month, and if the offense is for the fourth time the license of the showroom shall be canceled." 7- Amendment of Article Seventy Eighth) of the Regulation to read as follows: "The competent department shall be informed of the sale of the vehicle or its damage outside the kingdom to cancel its registration with the delivery of the traffic license and plates. Any one violating this, shall be punished with a fine of not more than (ten thousand) riyals." 8 - Amendments to the tables (1), (2), (3) and (4) attached to the regulation to be in texts attached to this decision. 9 - Adding new tables attached to the regulation bearing numbers (5), (6) and (7) in texts attached to this decision. A draft royal decree has been prepared to this effect. Its text is attached to this decision. The Council also decided: First: the approval of the municipal service fees, according to the attached table. Second: The Minister of Municipal and Rural Affairs shall issue within a period not exceeding ninety days from the date of issuance of this decision the necessary rules to implement the provisions of item (I) of this decision to determine the amount of each fee not exceeding the maximum limit and shall set a timeframe in which gradual implementation shall be taken into consideration. He may delay, stop, or not apply any of the municipal service charges in some cases according to his opinion in this regard. Those regulations and decisions shall be applied as of the effective date stated in item (I) of this decision. A draft royal decree has been prepared. Its text is attached to this decision.
