Similar circumstances have passed in our country during the past three decades during which the state was forced to reduce its expenditures, but it came out of them with a strong economy and growing and continuous growth; and we have set out our reforms today to look forward to the future and preparing for it as early as before the occurrence of crises. During the past two years, we had faced those conditions by economic measures and structural reforms in which we re-distributed the resources fairly by providing an opportunity for economic growth and generating jobs, and the Kingdom's Vision 2030 comes in this context to raise the performance of the state's institutions for a better future, God willing, and to achieve the decent living for all our citizens and we are optimistic by the Grace of Allah Almighty. Dear brothers and sisters: In the field of foreign policy, we will continue taking the approach of cooperation with the international community for world peace and promoting interaction with peoples to consolidate values of tolerance and coexistence, and we believe that the option of a political solution to international crises is the perfect solution to achieve the aspirations of the peoples towards peace and giving way to achieve development. Everyone knows that the first Saudi state was founded since nearly three hundred years ago, followed by the second Saudi state and then the third Saudi state since nearly a hundred years by the late founder King Abdulaziz and faced difficult circumstances and many threats, yet it used to come out of them more solid and stronger, thanks to the grace of Allah Almighty and His Help and then to the determination of its people and their hard will; and perhaps the circumstances surrounding the Kingdom and its sisterly member states of the Gulf Cooperation Council (GCC) for Arab States in recent decades are a good example of this, where life and economic growth continued as usual.
