The international and local humanitarian organization's report constantly refers to the main ports of the city of Taiz as stark examples of daily violations in which civilians are exposed multidimensional violations. Militia Houthi and Saleh's forces practice in blockade of the Yemeni cities, including Taiz, with the same approach carried out by the Assad regime's forces, mercenaries of Iran and Hezbollah in Madaya and other Syrian cities. In this context, the report of the Panel of Experts of the Sanctions Committee, established by Security Council resolution 2140 on May 2014, stressed that the militias are stationed between civilians and used them as human shields in violation of international humanitarian law.
