To achieve this goal, he demanded that all states support the work of the center not only by financial contributions, but by providing it with expertise, trained human elements and methods of work to facilitate its mission in the service of all nations of the world. By the same token, he explained that the kingdom supports many other international initiatives such as the role of the Global Forum on Terrorism Fighting (GCTF), in which it is a member and participates in its work and also commends the efforts of the UN and especially the efforts of the Security Council committees dealing with counter-terrorism, such as the 1540 Committee, the 1267 Committee, the 1989 Committee and others. He explained that the unfortunate terrorist events that the world witnessed last year and the tragedies taking place in the past few days indicate clearly that the focus on security solution does not solve the problem, but pushes the phenomenon to periods of receding to come back again in a more powerful and influential way. He said that the first pillar of the strategy of the UN to combat terrorism dealing with the factors leading to the emergence of terrorism and its spread is what should be focused on with care for what was stated in the report of the protection of human rights during counter-terrorism efforts about the importance of making sure we do not make more terrorists than those we eliminate in the context of control efforts. He reiterated that the establishment of justice, removal of injustice, the rule of law, development, education, dialogue and the elimination of the occupation are the most powerful ways to eliminate the roots of the problem. He said that the Kingdom confirmed in its condemnation of terrorism the importance of differentiating between and not combining terrorism, killing of innocent people and assault on their property on the one hand and the right of peoples to self-determination, struggle for sovereignty and fighting against foreign occupation on the other, adding that the condemnation of terrorism in all its forms must include official terrorism like systematic state terrorism which is practiced openly against unarmed civilians. --More 12:50 LOCAL TIME 09:50 GMT www.spa.gov.sa/w
