The ambassador pointed out contents of a report to Secretary General of the United Nations on the organization's efforts in the implementation of the International Strategy for Combating Terrorism issued with number A/68/841 and the many alerts in that report, especially in paragraphs 10-19, which indicate that the phenomena of terrorism is in constant development and spreading despite all efforts. He explained that the most important and most serious of these phenomena are the phenomenon of individual terrorists and the phenomenon of foreign terrorist fighters. To face these phenomena referred to, he said that the Kingdom was one of the first countries that have dealt with this issue from the legislative and security standpoint through the enactment of laws and regulations that criminalize travel outside the country to participate in terrorist acts in any of the countries of the earth as well as those who incite it even from afar or those who finance or cover it. At the local level, he added that the Kingdom exerts great efforts to fight terrorism, intellectually and psychologically, stressing that Mohammed bin Naif Center for Advice and Care has become a point of reference internationally in this area and its unique experience in the rehabilitation of individuals who have been affected by extremist thinking has become a role model because the comprehensive treatment that does not stop at the security side is the solution the kingdom believes in and in its seriousness, effectiveness and consistence with the principles of human rights. At the regional and international levels, he said that the Kingdom works in all seriousness through all international forums and through its chairmanship of the Advisory Board of the United Nations Centre for Counter-Terrorism (UNCCT), which is nearing the end of its second year works, and which was supported by it with the amount of USD100 million, to coordinate efforts and share experiences to combat terrorism.
