The council called on parties in Syria and the international community to deal with the initiative of the Head of National Coalition for Syrian Revolutionary and Opposing Forces aiming at reaching agreement with the parties to the regime who have not stained their hands with the blood of the Syrian people on the steps to fast transfer of power, demanding the Security Council to issue a binding decision that sets a clear methodology and time-frame for talks . It praised the outcome of the International Conference for Support of Humanitarian Situation in Syria, which was held in Kuwait on January 30, 2013 under the auspices of the United Nations, and it expressed deep gratitude to the countries, organizations and institutions that have pledged financial contributions exceeding $ 1.5 billion.
